SWCF was started in 1988 by a network of persons of various nationalities concerned with environmental challenges and the need of local communities to respond to the challenges. SWCF specializes in using geo-physical systems as operative and planning implementation units for each undertaking.     

SWCF has achieved the kinds of change that it now sees in the lives of farmers, community leaders, women, student, children, government officials, researchers, community development workers, technicians, founders – changes that have enriched each individual’s appreciation of the environment and understanding of one’s capacity to destroy or protect our one and only home.                              

How We Started

• March: The Soil and Water Conservation Foundation (SWCF) was officially registered with the Securities and Exchange Commission (SEC).
• Initial activities: Supported existing projects like:
◦ Rain-fed Resources Development Project of the Department of Environment and Natural Resources (DENR).
◦ Farm extension program in Cebu, supported by the Ford Foundation.

Foundation and Initial Activities

SWCF embarked on its first comprehensive watershed rehabilitation projects:

1989

Watershed Rehabilitation Projects Begin

1. Mananga River Watershed, Cebu
▪ Sponsored by the Health, Hunger, and Humanity (3H) program of Rotary International (RI District 5040, Vancouver, Canada) and the Rotary Club of Metro Cebu for 3 years (starting January 1989).

2. Manjuyod River Watershed, Negros Oriental
▪ Supported by the Canadian International Development Agency (CIDA) through the Negros Rehabilitation and Development Fund (NRDF) for 3 years (starting July 1989).

3. Murcia Catchment of the Bago River Watershed, Negros Occidental
▪ Also funded by CIDA via NRDF for 3 years (starting July 1989).

Implemented 95 projects across four regions and six provinces.

What We Achieved

SWCF has implemented 102 natural resource management projects in partnership with government institutions such as the Municipal LGU’s, Dept. of Environmental Resource (DENR), Dept. of Education (DepEd) and People Organizations (POs) at the local levels.

The initial projects were the comprehensive rehabilitation of three watersheds, the Mananga Watershed in Cebu, the Manjuyod River Watershed in Negros Oriental, and the Minoyan Catchments of the Bago River Watershed in Negros Occidental.

In the last decade, SWCF has been assisting barangay governments in crafting their Disaster Risk Reduction Plans (DRRMP) and establishing forest reserves in protected watersheds and schools.
